Closed Issue: Add a plugin framework for filters

This should allow extensions to be added to CodeGen to allow the process to be customized.
Filter Plugins may:

Prevent the transform from happening for a specific file.
Alter the transformed output (for example copy a version control header from an old file to the newly created one).
Comments: Implemented.

Each class should only have explicit dependencies.
Each class should have one clear responsibility.

The practical benefit of this is that the code will become far more modular and be suitable for separation into a library to be reused by a msbuild task.

Now added basic tests.
Will take a few more tests to be comprehensive.

The application runs under mono.
It creates the output file but it is not populated.

The fix worked on a Ubuntu Linux box.

This is due to XslCompiledTransform not being implemented in Mono.
However there is nothing that I use that is not also implemented in XslTransform.
I am planning to extract an interface that provides the methods that I use and implement a Factory and a pair of Adapter classes.
